Bristol Design Build wins two major Northwest construction contracts with U.S. Army Corps of Engineers, Savannah District

Bristol Design Build Services, LLC has been awarded two Multiple Award Task Order
Contracts (MATOCs) with the U.S. Army Corps of Engineers, Savannah District, to perform
design and construction work throughout the Northwest Region of the United States.
The majority of the work is anticipated within Colorado, Kansas, Missouri and Washington.
The Northwest Region also includes Indiana, Idaho, Illinois, Indiana, Michigan, Minnesota,
Montana, Nebraska, North Dakota, Ohio, Oregon, South Dakota, Utah, Wisconsin and
Wyoming.

The two awarded contracts are: a “MATOC for Design and Construction, or the Construction
Only, of Company Operations Facilities in the Northwest,” for an amount not to exceed
$200 million, and a “MATOC for Construction and/or Design/Build of Tactical Equipment
Maintenance Facility in the Northwest Region,” also for up to $200 million. Both are
Indefinite Delivery Indefinite Quantity contracts, also known as IDIQs, a federal designation
that means they provide for an indefinite quantity of supplies or services during a fixed
period of time.

“Bristol has worked diligently at maintaining successful working relationships with the Alaska
District and Seattle District Corps of Engineers over the years through previous MATOC
contracts,” said CEO Joe Terrell. “We look forward to a successful relationship with the
Savannah District Corps and its facility clients.”

Bristol Design Build was one of four contractors awarded an IDIQ MATOC for Company
Operations Facilities, and one of three contractors awarded an IDIQ MATOC for Tactical
Equipment Maintenance Facilities—for which it was also awarded the seed project. Work
is expected to begin on the seed project at Fort Lewis, WA, in fall 2008.

Company Operations Facilities are administrative and supply support facilities that serve
as the primary staging, training, and deployment center for soldiers and their
individualized gear. Each facility will include office space, as well as warehouse space to
store supplies, arms and individual equipment, and an exterior, covered “hardstand area,”
for loading. Work may also include associated site development necessary to construct
Company Operation Facilities.

Tactical Equipment Maintenance Facilities are used for the maintenance, repair and storage
of military tactical vehicles and equipment—and are usually part of an overall complex
centered on a vehicle maintenance facility. Most projects under this MATOC will include
extensive concrete hardstand and fencing. Associated site development may also be
included. The project was described by the Corps as comparable to the building of heavyequipment
maintenance facilities or vehicle fleet service facilities.

Both contracts were awarded as 100‐percent set‐asides for Small Business Administration
8(a) certified firms and were offered for competition to qualified 8(a) firms nationwide.
Because Bristol Design Build is owned by a regional Alaska Native Corporation (ANC), it is
eligible for sole‐source awards without the usual $3.5 or $5 million limitation imposed on
others in the Small Business Administration’s 8(a) Business Development Program. (The
competitive threshold does not apply to tribally‐owned or ANC concerns.)

Bristol Design Build Services, LLC, is a member of the Bristol Alliance of Companies, a
group of Alaska Native‐owned engineering, construction and environmental services
companies with offices in Alaska, Washington, Texas and North Carolina, which often team
together as well as working on projects independently.
