
In May 2007 Bristol was awarded, through an Alpha contract, the design and construction of a 36,390-square-foot replacement Troop Health Clinic at Fort Richardson, Alaska. The new Health Clinic is intended to provide outpatient primary care services, including medical evaluation and treatment, diagnostic, physical therapy, optometry, pharmacy, behavioral health, and health education services for the military population of Fort Richardson.
The facility layout and site are oriented to allow for future expansion of up to 20 percent of the building and parking areas. The project also included the construction of a 6-acre military vehicle and equipment parking area and the demolition of the existing 25,000-square-foot health clinic.
The new building’s single-story structure is designed to fit in with the surrounding area and Post, while signaling an inviting, state-of-the-art medical character. Exterior materials include a mix of glass and metal curtainwall, masonry wainscoting and aluminum siding. Upper-level windows visible from the main floor introduce light to the large interior waiting areas, to enhance patient experience while ensuring acoustical privacy. To make the most of daylight and scenery, staffed offices are located along the building’s perimeter.
To assist in development of the RFP and to swiftly deliver a facility that would meet the needs of a growing base, the Alaska District Corps of Engineers chose to utilize the Alpha negotiation/ sole source process. To meet the aggressive schedule requirements and to maximize the 2007 Alaska construction season, Bristol developed a modified fast-track approach to design and construction. Design started in March 2007. Civil and structural design package components were developed to a constructible level in May, ahead of the remainder of the design package.
This advanced development for civil and structural design allowed for site preparation and grading work to begin on the new 6-acre parking area and the building site in June 2007. The project was delivered on time and without any major change orders. The clinic was accepted by the government on January 21, 2009 and expects to see its first patient on April 1, 2009. Demolition of the old health clinic is planned for summer, as soon as permitted by local Alaska seasonal weather conditions.
