Project: Bulk Fuel Tank Farm Facility Upgrades Multiple locations, Alaska

The Army National Guard retained Bristol for the design and construction of secondary containment units at seven Army National Guard bases across Alaska. The sites were in Juneau, Wasilla, Fairbanks, Bethel, Nome, and Fort Richardson (two). Improvements include repairing existing basins that provide containment for bulk fuel storage tanks and fuel truck parking, providing roof structures over the containment systems to prevent storm water collection in the basins, and providing electrical lighting and emergency shutoff systems. An addition to the contract included providing improved piping and dispensing systems for aircraft fueling operations at three of the sites.
Bristol worked with the Alaska Village Electrical Cooperative on conceptual designs for fuel upgrades in the villages of New Stuyahok, Togiak, and Mekoryuk. These conceptual designs involved determining the expected fuel usage, determining tankage, and conceptual site design, which involved estimating the cost of the facilities. The next stage was the full design, which involved compiling bid-ready construction plans and specifications. Bristol also constructed bulk fuel storage upgrades with a gross capacity of 347,000 combined gallons of No. 2 diesel, No. 1 diesel, and gasoline at three different sites in Chignik Bay. The work involved constructing tank dikes; installing new tanks; retrofitting old tanks; constructing, piping, and connecting marine header pipelines to two docks; day tank and piping upgrades to two City of Chignik power generation facilities; and constructing fuel dispensing stations.
Of the 15 persons on the Chignik Bay job, 11 were hired locally in Chignik Bay. Bristol companies provided training (through Denali Commission grants) for Hazardous Waste Operations and Response Training (HAZWOPER), welding, and commercial driver’s licenses before work began. The upgraded facility is in compliance with state and federal regulations (such as for fuel containment and leak detection). The improvements will allow the city to dispense fuel to other businesses in the area and to the local fishing fleet, and will provide more control over the fuel dispensing process. The project also includes approximately $100,000 in upgrades to heavy equipment in Chignik Bay. Bristol provided force account construction management for upgrades in Nikolai and Lime Village.
